Fundamentals of the Law of the Sea
The law of the sea provides for the regulation, management, and governance of the ocean spaces that cover over two-thirds of the Earth's surface. A healthy marine environment is a basis for our lives. The international community places the utmost importance on the principles of international law that govern the water. The core doctrine of the law of the sea is that "the land dominates the sea," meaning that a coastal state's maritime rights are determined first because of its land territorial status. Dutch jurist and philosopher Hugo Grotius propounded the open seas doctrine of the Free Sea (Mare Liberum) in 1609. He formulated this new principle that the sea was an international territory, and all nations could use it for maritime trade.
